Can I build my dating site in Dutch?

Customer: I have no experience in writing or creating a website whatsoever and want to start a dating website which I would like to completely modify by my own, do you also have a version of Dutch or the option to create a Dutch site? CMS and all systems/script can be in English, but the website I would like to launch in Dutch in The Netherlands.

You know your own language better than anyone, so you are the best candidate to do the translation. If you are existing customer, just login, go to Website > Language > Add. Then you should see a form with English texts. You basically just have to translate each text or phrase.
